We consider spherically symmetric linear perturbations of static spacetimes where the matter content is ellectrically counterpoised dust. show that evolution equation for fluid perturbation implies elements move with constant velocities. Therefore there are neither oscillations nor exponential departure from background solution. present an explicit example shows could lead to formation a black hole.
